According to the Committee of Resigned Members of the Executive Board, it has become an issue that directly concerns the nature of governance within Morocco&#8217;s national sports institutions and the extent to which the rule of law is respected in their administration.<\/p>\n<p style=\"text-align: justify;\" data-start=\"9656\" data-end=\"9983\">According to the Committee, the central issue is not merely the approval of statutory amendments or the management of a routine organizational milestone. Rather, it concerns respect for the principles of legality, equality, and transparency that form the foundation of any democratic process within national sports federations.<\/p>\n<p style=\"text-align: justify;\" data-start=\"9985\" data-end=\"10553\">The Committee argues that the events surrounding the General Assembly held in Casablanca on June 27, 2026, should be viewed within the broader context of Moroccan sport, where governance and transparency have become key benchmarks in assessing the performance and credibility of sports institutions. From its perspective, the facts it documented should not be dismissed as isolated procedural irregularities but viewed instead as indicators of deeper structural shortcomings capable of undermining both institutional credibility and the confidence of affiliated clubs.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10555\" data-end=\"11174\">In its legal assessment, the Committee traces the first concerns back to the very process through which the Assembly was convened. It points out that Official Communiqu\u00e9 No. 26\/142, issued on June 10, 2026, explicitly stated that the Assembly would be held under Article 20 of the Federation&#8217;s Statutes. Yet that very article had already become the subject of legal controversy regarding its validity. According to the Committee, the declared purpose of the Assembly was precisely to examine amendments to that provision through lawful procedures\u2014not to rely upon it as the legal basis for convening the meeting itself.<\/p>\n<p style=\"text-align: justify;\" data-start=\"11176\" data-end=\"11824\">The Committee believes that this contradiction goes beyond a mere technical error and raises fundamental questions regarding the legality of the entire process preceding the Assembly. It further argues that attempting to rectify the situation by publishing a second announcement on June 16, 2026, through the Federation&#8217;s official Facebook page\u2014without formally notifying affiliated clubs through the same official channels used for the original notice\u2014raises important legal concerns regarding equal access to information and equal opportunity for all affiliated associations to review the documents governing this important institutional process.<\/p>\n<p style=\"text-align: justify;\" data-start=\"11826\" data-end=\"12459\">Regarding the conduct of the Assembly itself, the Committee states that it documented the participation of associations which, in its assessment, lacked the legal standing required to attend. According to its account, these associations obtained affiliations outside the procedures established by the Federation&#8217;s internal regulations and subsequently received access credentials despite the official communiqu\u00e9 restricting participation exclusively to associations that had attended\u2014or had been entitled to attend\u2014the Electoral General Assembly held on December 25, 2025, at the Moulay Rachid Royal Institute for Executive Training.<\/p>\n<p style=\"text-align: justify;\" data-start=\"12461\" data-end=\"12954\">Conversely, the Committee maintains that several associations it considers fully compliant with all legal requirements were prevented from entering the meeting because they lacked access cards, despite allegedly never having received the invitations necessary to obtain those credentials. In its view, this situation raises serious concerns regarding equal treatment among affiliated members and the protection of their right to participate in decisions shaping the future of their Federation.<\/p>\n<p style=\"text-align: justify;\" data-start=\"12956\" data-end=\"13597\">Among the issues it considers most significant, the Committee refers to remarks allegedly made by the Federation President during his opening address. According to the Committee, he acknowledged before representatives of the Ministry of National Education, Preschool and Sports and the Moroccan National Olympic Committee that associations lacking the legal right to participate had nevertheless been allowed to attend the Assembly. If confirmed, the Committee argues that such a statement would amount to an explicit acknowledgment that the participation rules established by the Federation&#8217;s own official communiqu\u00e9 had not been respected.<\/p>\n<p style=\"text-align: justify;\" data-start=\"13599\" data-end=\"14088\">The Committee further links this statement to the protests that occurred during the proceedings, arguing that the tensions witnessed inside the meeting hall reflected more than a temporary disagreement. Rather, they expressed a growing perception among a significant number of affiliated associations that democratic rules were no longer being applied equally and that certain decisions appeared to serve specific institutional balances rather than the broader interests of the Federation.<\/p>\n<p style=\"text-align: justify;\" data-start=\"14090\" data-end=\"14476\">The Committee also points to the continued use of the Federation&#8217;s new logo despite ongoing legal controversy surrounding its adoption, as well as the more than three-hour delay before the Assembly officially began. In its view, both factors contributed to increasing tensions and negatively affected the atmosphere that should normally characterize an official institutional gathering.<\/p>\n<p style=\"text-align: justify;\" data-start=\"14478\" data-end=\"14910\">It further alleges that several club presidents were subjected to what they describe as humiliating and provocative treatment by security personnel. Should these allegations be substantiated, the Committee believes such conduct would be inconsistent with the principles of mutual respect that should govern official meetings of sports institutions and ensure an environment conducive to free expression and meaningful participation.<\/p>\n<p style=\"text-align: justify;\" data-start=\"14912\" data-end=\"15604\">The Committee also questions the significant presence of individuals who, according to its account, had no legal status connected to the Assembly, arguing that their attendance may have influenced both the atmosphere and the eventual outcome of the meeting. It further refers to what it describes as the selective distribution of access cards in favor of associations supportive of the current leadership, alongside the alleged involvement of certain advisers in managing internal balances between regional leagues and affiliated clubs. In the Committee&#8217;s assessment, these issues warrant an independent institutional investigation in order to safeguard the credibility of the entire process.<\/p>\n<p style=\"text-align: justify;\" data-start=\"15606\" data-end=\"16188\">Ultimately, the Committee argues that the matter extends far beyond disagreement over a single General Assembly. It raises broader questions concerning the future of governance within Moroccan sports federations. Regardless of their technical achievements, sports institutions require legal and ethical legitimacy recognized by all stakeholders. Institutional strength is measured not only by the decisions that are adopted but also by the procedures through which those decisions are reached and by the confidence of every affiliated member that their rights are equally protected.<\/p>\n<p style=\"text-align: justify;\" data-start=\"16190\" data-end=\"16922\">Accordingly, the Committee of Resigned Members announces that it is bringing these issues before the national sporting community and calls upon the Ministry of National Education, Preschool and Sports, together with all competent authorities, to initiate a comprehensive and independent investigation into the circumstances it believes affected the General Assembly. It further requests that any legal consequences be determined in accordance with the findings of such an investigation, with the objective of protecting institutional legality, safeguarding the rights of affiliated associations, and reinforcing the principles of good governance, transparency, accountability, and responsibility in the management of Moroccan sport.<\/p>\n<p style=\"text-align: justify;\" data-start=\"16924\" data-end=\"17737\" data-is-last-node=\"\" data-is-only-node=\"\">In the Committee&#8217;s view, the future of Moroccan sport is not determined solely inside rings and competition arenas. It begins with respect for the rule of law within the institutions responsible for governing sport itself. When the rules of institutional governance become the subject of dispute, the issue ceases to be merely administrative and instead becomes a genuine test of an institution&#8217;s ability to protect internal democracy and maintain the confidence of the sporting community.
